Elmore's experience is that a coordinated, multi-agency approach is the most effective way to work with people who have complex needs. Our partnership approach ensures shared responsibility for meeting clients' needs.
Our unique role
We have a unique role, acting as a kind of buffer between clients and statutory agencies. Working within the requirements of safe practice (e.g. safeguarding children, public protection) while acting independently for our clients, we provide an invaluable and credible complementary service to statutory provision. We provide clients with the opportunity to engage with a service they trust, when otherwise they may not engage at all. Working with partners, we collectively achieve positive outcomes where standard means have failed.
Coordinated intervention
Our coordinated intervention identifies risks at an early stage, and provides timely and appropriate support tailored to each person. When we prepare our clients to access other services, we simultaneously work with the providers to prepare them to accept the client. Our understanding of how a client behaves means we can pre-empt, intervene and de-escalate situations to prevent someone from once again being excluded from services. The intensity and complexity of the support packages we provide vary according to each client's specific need. We continue to support clients until they have engaged successfully with other services.

- Relevant agencies within prisons that release people to Oxford, which include HMP Bronzefield, HMP Bullingdon, HMP Huntercombe and HMP Ashfield.
- Oxfordshire and Buckinghamshire Mental Health Trust, including Community Mental Health, Prison In-Reach and Crisis teams, and the Early Intervention and Complex Needs services.
- Oxfordshire Primary Care Trust, particularly Oxford City GP services.
- Oxfordshire County Council's Children, Young People and Families Directorate.
- CANAcT, Oxford City Council's Crime and Nuisance Action Team.
- Statutory and voluntary drug and alcohol services.
- Statutory and voluntary homelessness services.
- Oxford City Street Wardens and Anti-Social Behavior Enforcement teams.
- Thames Valley Police.

- Oxfordshire Crown and Magistrates courts.

The number of clients, on average on any one day who are living in no fixed abode and we are working with them to improve their situation.
